For many frequent travelers, packing light has become less of a travel skill and more of a mathematical exercise.

Are Carry-On Baggage Rules Becoming Too Strict for Travelers?

Before heading to the airport, travelers now find themselves checking their suitcase’s weight, measuring its dimensions, removing items from their backpacks, and wondering whether their laptop bag will count as a second piece of luggage.

The familiar challenge is simple: how do you fit everything you need into just 7 kilograms?

In the Philippines, Cebu Pacific, AirAsia, and Philippine Airlines all have cabin baggage policies designed to maximize safety and manage limited overhead-bin space. But as travelers increasingly carry laptops, cameras, chargers, medicines, and other essentials, the rules can feel increasingly restrictive.

So, are carry-on baggage rules becoming too strict for travelers?

The answer depends largely on how—and why—you travel.

The Common Problem: Seven Kilograms Goes Quickly

At first glance, a 7-kilogram allowance may sound reasonable.

But consider what many modern travelers bring on even a short trip:

  • A cabin-size suitcase
  • A laptop
  • Chargers and power banks
  • A camera or other electronics
  • Toiletries
  • A change of clothes
  • Medicines
  • Travel documents
  • A reusable water bottle
  • Personal items

A laptop alone can weigh more than 2 kilograms once its charger and accessories are included. Add a pair of shoes, jeans, toiletries, and several shirts, and the allowance can disappear surprisingly quickly.

The challenge is even greater for business travelers, content creators, families traveling with children, and passengers who prefer to carry valuable or fragile items rather than check them in.

Cebu Pacific: Two Pieces, One 7-Kilogram Limit

Cebu Pacific allows passengers to bring up to two pieces of hand-carry baggage with a combined maximum weight of 7 kilograms.

The allowance consists of one main hand-carry item that can be stored in the overhead bin, plus one smaller personal item that fits under the seat in front of the passenger. The larger item may measure up to 56 cm x 36 cm x 23 cm, while the smaller personal item has its own size restrictions. Importantly, the 7-kilogram limit applies to the combined weight of both items.

For travelers, this policy offers useful flexibility, as a laptop bag, backpack, or handbag can be carried separately from the main cabin bag.

However, the total-weight rule can be challenging.

A traveler cannot simply put a heavy laptop in a personal bag and assume the main suitcase still receives a separate 7-kilogram allowance. Everything counts toward the same total.

For a weekend trip, that may be manageable. For a longer domestic vacation, however, packing within the limit can become difficult.

AirAsia: Similar Weight Limit, Different Personal Bag Rules

AirAsia also allows passengers to bring two pieces of cabin baggage with a combined maximum weight of 7 kilograms.

The main cabin bag must meet the airline’s published size requirements. The second item—a laptop bag, handbag, backpack, or similar small bag—must fit under the seat in front of the passenger and also meet applicable dimensions.

The policy is broadly similar to Cebu Pacific’s in one crucial respect: the combined weight of both bags must not exceed 7 kilograms.

For frequent travelers, having a separate personal item offers more flexibility when carrying a slim backpack or laptop bag.

However, passengers should remember that dividing their belongings between two bags does not necessarily mean they receive a separate weight allowance for each.

Philippine Airlines: One Main Carry-On Plus a Personal Item

Philippine Airlines also maintains a 7-kilogram maximum weight limit for its main carry-on baggage.

Passengers may bring one carry-on bag that meets the airline’s published size requirements, along with one qualifying personal item, such as a small handbag, purse, or laptop with a case.

For travelers, this policy can feel more generous in practice because certain personal items may be carried in addition to the primary carry-on allowance.

However, travelers should still be careful not to assume that every second bag is automatically exempt from restrictions. The size and nature of the additional item matter, and passengers should always review the airline’s current baggage rules before departure.

How the Three Airlines Compare

Cebu Pacific and AirAsia allow passengers to bring two pieces, but both items fall under a combined weight allowance of 7 kilograms. Philippine Airlines permits a primary carry-on bag and a qualifying personal item, giving travelers a different packing structure.

Why Airlines Are Becoming More Strict

From an airline’s perspective, strict cabin baggage rules make sense.

Aircraft have limited overhead storage. If every passenger brings an oversized suitcase, backpack, shopping bag, and laptop case, boarding becomes slower, and cabin storage becomes difficult to manage.

Weight also matters.

Cabin baggage has to be lifted, stored, and retrieved safely. Oversized or excessively heavy bags can pose safety risks to both passengers and crew.

For low-cost airlines in particular, baggage rules are also part of the business model. Lower base fares allow travelers to choose and pay for additional services based on what they actually need.

In theory, this gives passengers more flexibility.

In reality, travelers often feel that what used to be considered basic travel baggage is increasingly being treated as an extra.

The Modern Traveler Carries More Than Before

This is where the frustration becomes understandable.

Travel has changed.

Years ago, a short trip might have required clothes, toiletries, and a camera.

Today, travelers may also carry laptops, tablets, multiple chargers, power banks, cameras, microphones, travel adapters, and other electronic devices.

Many passengers also prefer to keep these valuable items in the cabin rather than place them in checked baggage.

The result is that 7 kilograms may not feel like 7 kilograms anymore.

A traveler carrying work-related technology can reach the limit before packing enough clothing for even a short trip.

For digital workers, photographers, journalists, and content creators, the restriction can be particularly frustrating.

Are the Rules Actually Too Strict?

For a short weekend trip, probably not.

A disciplined traveler can pack several days’ worth of clothing into a cabin-size bag and remain within the 7-kilogram limit.

But for longer trips, work travel, or travelers carrying equipment, the rules can feel restrictive.

The bigger issue may not simply be the 7-kilogram limit itself. The fact is that the same limit is expected to work for very different types of travelers.

A backpacker carrying only clothes has different needs from a business traveler carrying a laptop and documents. A family traveling with children has different needs from a solo traveler taking an overnight trip.

One rule does not always fit every traveler.

The best strategy is to pack according to the airline—not according to assumptions.

Do not guess.

A portable luggage scale can prevent surprises at the airport.

3. Check Your Personal Item
